If there is a version which is primarily focuses on Windows 95/98 gaming as you said, then it would not be called DOSBox, but something like 9xbox (which did not see active developments). On the other hand, some DOSBox forks (DOSBox-X and to a lesser degree DOSBox ECE) officially supports Windows 95/98, which is based on MS-DOS 7.x. Windows 3x on DOSBox guide.
